The Government of Spain has approved on February 24 Royal Decree Law 4/2012, through which the commercial debt of local authorities can become debt.

On the other hand, following as described in that piece of legislation, all information relating to the amount of debt and the Adjustment Plan, will rise to the plenary for approval before March 31, and later send it via Telematics, the Ministry of Finance, who will assess the feasibility of the plan.
Credit transactions arising from this procedure would be guaranteed by the municipalities, with participation in State taxes.
