The Office of the High Prosecutor of the Region of Murcia has opened proceedings to clarify the alleged illegal collection of three years of the mayor of Calasparra, José Vélez, following the complaint made by the municipal group of citizens in this town.

Jesús Alajarín, Cs spokesperson in the City of Calasparra, has indicated that his training has denounced "an alleged irregular performance, because we believe that Vélez has been able to incur a crime of prevarication and embezzlement of public funds, for the collection of three years that were requested by the socialist mayor in June 2016, and rejected by the government board after a report denial of municipal intervention.

Alajarín recalled that Vélez, an official of the Murcian Health Service, has been released and charged by the City Council since 1999. According to the orange training spokesman, his salary as an administrative officer would be significantly lower than the gross gross salary of 43,650 euros currently received.

"We got an unpleasant surprise when we found out that in the 2018 budget, approved on December 21st, a concept for the first time appears for an amount of 2,229.60 euros, corresponding to three years paid to the mayor," the spokesperson said. Cs who recalled that in July 2016 Velez requested the collection of these three years, retroactively since 1999, a request that did not have the approval of the then Municipal Auditor or the Governing Board, which decided not to grant the request of the mayor.

Orange spokesman explained that the report of the Municipal Auditor noted that articles 74.1 and 75.5 of the law 7/1985 of April 2, regulating the bases of local regime, are those that regulate the situation of special services, as well as the obligation of the local corporations to consign in their budgets the salaries, indemnities and assistances of the positions with exclusive dedication, establishing the obligation of publishing in the Official Gazette of the Province and in the bulletin board of the corporation the plenary agreements referring to the retributions of the positions with exclusive dedication.

Alajarín has indicated that "these obligations have not occurred in any case."

With respect to the obligation to pay these recognized three-year periods, the controller makes reference to article 8 of Royal Decree 365/1995 of March 10, which must be paid by the department in which the released position held his last job, so that the City Council has no obligation to make such payment.
